| 2011-09-15 "Historical" Employers Organizations Get Out From the Legislative System |
15
SEPTEMBER 2011
"Historical"
Employers Organizations Get Out From the Legislative System
The oldest
employers organizations of Romania have lost their reserved seats into the
Economic and Social Council, therefore they do not attend anymore the approvals
for bills and ordinances drafts. UGIR-1903, UNPR and CONPIROM are
excluded from the employers organizations component structure. Their leaders
intend to set up a new institution of social dialogue together with the trade
unions.
The New Law of Employers Organizations
entered into force couple of months ago, but the fulfillment of all provisions
by the big employers organizations was left for September 15th, moment in which
to the CES (The Social and Economic Council) a new employers organization
component configuration should have to shape.
We remind that CES is the
institution inside which the employers organizations, trade unions and the
Govern debate the projects of norms and regulations (laws, ordinances,
decisions) and give the approvals depending on the votes expressed by the plenum
members - 15 seats of each "side". Well, if along time in CES the old employers
organizations were represented by their delegations, now they were practically
excluded, thus getting out from the legislative system. One talks about
General Union of Industrialists - UGIR-1903, National Union of Romanian
Employers - UNPR and Employers Confederation of Romanian Industry -
CONPIROM, organizations set up in the first years of the period after
December 1989 (UGIR-1903 even claims a continuation of the first industrials
federation, founded in 1903).
"The
law says that an employer organization must have as adversary a trade union from
the same branch and both parts to admit each other. But we are the ones admitted
by the trade unions, and not those from the new CES structure. Thus, we will
join the trade unions and will create a new CES structure. The Council of today
does not have the trade union component and, anyhow, the employers organizations
actually presented here do not represent anyone. It is inadmissible to get at
this situation"
stressed for "Adevărul" newspaper, Marian Petre Miluţ, President of UNPR.
